The main facilities, including the main and sub-arenas, are dispersed throughout the site and set into the ground to preserve views of Mount Sakurajima and the surrounding landscape. Covered by a rolling landscape formed from excavated ground, the entire site functions as an expansive rooftop park.
The lobbies for the main arena, sub-arena, and martial arts hall are designed as in-between spaces—flexible areas capable of hosting diverse events. Based on the event's scale, the main arena, sub-arena, and martial arts hall can be used individually or combined into a single integrated space.
The roof structure of the main and sub-arenas employs a hybrid structure of steel and local timber. This approach creates a warm, wood-enveloped atmosphere while minimizing foundation costs through weight reduction.

桜島への眺望と周辺景観を確保するため、メインアリーナ、サブアリーナなどの主要な機能を敷地全体に分散配置とし、さらに半地下としている。そして掘削土で緩やかな起伏のあるランドスケープで覆い、敷地全体を開放的な屋上公園としている。
メインアリーナやサブアリーナ、武道場のロビーは、多種のイベントに利用できるように、可変性のあるロビー空間 “間の空間”として計画し、イベントの規模に応じて、メインアリーナとサブアリーナ、サブアリーナと武道場、さらに3つの機能の一体利用も可能としている。
メインアリーナとサブアリーナの屋根は鉄骨と県産木材を組合せたハイブリッド構造とし、木に包まれた暖かい雰囲気としつつ、軽量化により基礎コストを最小化している。
